The government had issued his appointment orders last week.

The new CBDT chief has written a two-page letter to officers and employees of the department, which has been seen by PTI.

He said, “Together we must build a professional Department which is well versed in the nuances of investigation, sensitive to the needs of taxpayers, adept in technology and aware of our approach towards taxpayers.”

In his message released on Monday, Aggarwal wrote, “We must be conscious that the decisions we take have an impact on the country’s economy and the ease of doing business, including international transactions and trade.”

He said the government has directed every department to prepare a 100-day action plan, so he expects various divisions of the department to prepare their own appropriate 100-day action plan and take initiatives “in a timely manner”.

“These schemes may be suitably formulated and implemented in each range, charge and area. Please remember that the achievements of the Income Tax Department are a collective effort and initiatives taken at each level add to the achievements of the Department.

In his message to the department, he wrote, “I urge all of you to make short, medium and long term plans for your respective areas and charges. I would like to discuss the action plans prepared by you with the concerned teams.”

Aggarwal said the “complexities” of financial transactions are increasing day by day, while new business practices and the nature of financial transactions are evolving.

“We address a variety of taxpayers, ranging from new individual taxpayers to organizations with operations worldwide.”

“Let us equip ourselves to understand the latest trends in businesses and financial transactions so that we are able to address the related issues with a professional approach,” he wrote.

The CBDT chief said Income Tax department officials should “interact” with stakeholders to gather more information about the financial ecosystem on the one hand and also increase their confidence in our processes on the other.

“We must integrate more technology into our processes to ensure that our processes are efficient, fair and transparent, thereby enhancing trust and confidence among taxpayers.

“Leveraging modern technology has helped us streamline operations, reduce inefficiencies and deliver better services to taxpayers,” he said.

Aggarwal said that although we are proud of the achievements made through technology-driven processes, government process reengineering and stakeholder engagement, we must acknowledge that there are still many areas that need attention.

He said the CBDT and the tax department are committed to putting in place efficient processes for resolving issues faced by over 8 crore income tax return (ITR) filers and about 34 lakh deductors.

The Chairman said that the collective efforts of officers of the Department are “essential to achieve excellence and make a significant impact on the economic development of the nation”.

“As we embark on this journey together, let us remain committed to the highest standards of professionalism, integrity and service,” Aggarwal wrote.

He urged tax officials to ensure a “healthy balance” between their professional responsibilities and personal well-being, as they have “essential” professional duties.
